Im bought oukitel c12 pro and when i try to power on him he wont do this

Are you sure it is really off? Try pressing the off button for at least 15 seconds, release it and then try to turn it on again. Maybe your display brightness is set so low that it looks like off. If your device did not turn on right after unboxing it, you might have a so called "monday product" and you should go and exchange it for a working model.
