Xiaomi Redmi Note 9 Where is the manage device in this phone?

Hairul00 Hai dear, i on my hotspot but only one device can connect it. My leptop and other device can’t. Where is the manage device in this phone. And how i can limite device using my hotspot?

Hello Hairul00. I have the Redmi Note 9 here with me and can't find any problems. Is the latest firmware installed?
In one point I have to agree with you: It is not possible to adjust the maximum connections, but I can't tell you if this is intentional or an error.
Furthermore it can also help to reset the network settings:
Android 10 | MIUI 11.0
- Open the Settings
- Tap on Connection & sharing
- Tap on Reset Wi-Fi, mobile & Bluetooth
- Tap on Reset settings and follow the instructions on screen
