I am not being able to add apps to existing folders

Every time I drag any app to add to a folder it just overlaps with the folder and doesn't actually add with the folder. Even when I tried creating new folders by dragging one onto other they just overlap with each other but don't create any folder. I even dragged one app out from my folder but now it just won't go back to it . The app just overlays anywhere I drop it.
