If missed calls keep landing in your carrier's voicemail instead of a number you actually check, call forwarding is probably set to a default option you never chose. On a dual SIM OnePlus phone this setting exists separately for each SIM, so calls to one number might forward while the other stays untouched. Some carriers also split forwarding rules into busy, unreachable, and no-answer cases, which explains why calls sometimes reach you and sometimes do not.
