Emergency Location Service (ELS) is a network feature built into OnePlus phones running OxygenOS. When you place an emergency call in a region where ELS is supported, your phone can transmit your current location to emergency services automatically, regardless of your regular location settings.

This is why ELS can briefly turn on Google Location Services during an active emergency call, even if you normally keep them disabled. Once the call ends, your previous location settings are restored. This behavior is intentional and designed to help responders find you faster in a real emergency.
