OnePlus phones scan for open, unsecured WiFi networks nearby and send a notification whenever one is detected. This is meant to help you connect faster when you are away from a trusted network, but in dense areas with many public hotspots it can mean repeated alerts throughout the day.

The setting lives inside the WiFi preferences, separate from the main WiFi toggle. Turning it off does not affect your ability to manually connect to open networks. It only stops the automatic pop-up when one is found in range.
