Withheld or private numbers reach your Huawei phone because the call blocking feature only filters numbers you add manually by default. Anonymous callers are not covered unless you turn on a separate rule for private numbers.

This setting lives inside the built-in call blocking rules of the Phone app, not in a separate security app. Turning it on blocks every call that arrives without a visible number, including some legitimate services that mask their caller ID on purpose.
