Huawei phones running EMUI include several background modes that quietly keep the device active. Do Not Disturb, Sleep Time and Concentration Mode all pause notifications, but none of them stop apps and services from running behind the scenes.

A full power-off closes every open app, resets background processes and gives the RAM a clean start. That is different from a restart, which reboots faster but often keeps parts of the previous session cached.
