The homepage behavior is controlled inside the browser own settings, separate from your Android home screen. Samsung gives you three choices: the default Quick access view, a setting that mirrors whichever page was open last, or a fixed web address you define yourself.

To set a custom homepage, go to Tap on InternetOpen the MenuTap on SettingsTap on HomepageTap on SettingsEnter a Web address/URL and tap Save. Once saved, that address loads whenever you tap the home icon or open a new tab instead of Quick access.

If you just want fast access to your regular sites without picking a fixed URL, the most-visited option updates on its own and needs no upkeep. Keep in mind it will not update automatically, so revisit the setting if that address ever changes.
