Without the correct PIN you cannot raise the limit above the value set under Tap on Media volume limit. If you no longer remember it, you need to reset the limit through the same menu, which may require signing in with the Samsung account used on the device.

Does raising the media volume limit also raise call volume?

No. The Media volume limit only affects media playback such as music, videos and streaming. Call volume is controlled separately and is not changed by this setting.
